The government, definitely. No wait, that's not right at all. The property owner of course! Now if only I could convince my wife of that . . .

The individual. Although I'm all for mandatory disclaimers if something is truly dangerous, I am opposed to any regulation of anything that can be smoked. (And FYI, I have never smoked anything but tobacco.)
